When you are looking for suggestions , you better start with the location you are looking for 
Also you have not say if you are looking for managed or unmanaged one. With or without DDOS protection. Premium or regular bandwidth speed etc.
Keep in mind that "best" for you, may not match my idea of best server So , always provide more info on what you are looking

Yes, managed vps with the cpanel/whm should be suitable for your requirement. cpanel/whm license is available at affordable at lowest cost for vps also its really easy to manage the things like email accounts, stats, cloudflare etc through cpanel, so go ahead with vps and you will get the best results than unmanaged dedicated server.
