Where does PayPal/eBay stealth borderline into fraud/ identity theft?

Hi Black Hat members, curious to know your thoughts?

Personally I think all is fine until you are asked by eBay/Paypal to provide drivers license/ Age card, and more documentation...
 
Since ebay and paypal are not a law enforcement agency, they have no rights to claim ID theft unless that person REALLY uses someone else's ID, SSN.

Ebay and paypal have burned so many legitimate bridges that they simply cannot afford to worry about such matters.
If it gets that severe then they cooperate with the law on a case by case basis.

think about it, if the government gets involved and starts to regulate paypal/ebay, their profits would almost guarantee to plummet. It would just be too much of a hassle to try and comply with all of the rules of the government.

Im sure they wouldn't be able to collect all of the wonderful interest on everyone's account.

Besides, ebay and paypal lie to their customers/consumers all the time. I call it karma :P

Just do not even think about using someones real Identity because that is called Identity theft and is serious.
Besides this you are pretty much okay but common sense is a must.
