I use Freelancer.com, obviously look at their past reviews before choosing.
 
Depending on what your requirements are, you might want to look into hiring development team with a project manager and a supervisor. Although this will cost more, it will ensure that your application is built correctly. I would recommend a google search for local development firms is a good choice.

Hello, is $800 the minimum I need to pay per project? What if I have 2 hours project, how do you calculate this task.
