I have adsense but no clicks and the traffic is low.

What's the way to buy safer traffic or drive traffic safely ?

For AdSense, don’t buy cheap/bot traffic, it risks a ban. Better focus on SEO, Pinterest, YouTube, Reddit, and Quora for safe, long-term traffic

Many people have given many suggestions here, you can try them. But in my opinion, organic search traffic is the best and safest traffic source for Google AdSense. Where you can survive in the long run. There is no other source above it.
 
You should try to grow your site with organic traffic. Branding, keyword research, quality content, engaging social media pages can improve your authority. The cheap traffic won't help you with adsense.
 
Buying traffic will get your adsense banned. Work very well on quality of your content and do website seo, your website traffic will increase and organic.

Make backlinks in other websites as much as possible that increase your website cabability in google's eyes for instince: Medium, Youtube, Reddit

And do even bother to buy the traffic , it will leave your website to ban at anytime
