I was just searching my self a few days ago about this, although I'm in the US. I just ordered 3 4G LTE Dual SIM Card for $2.97 and a 3G phone Moto E for $9 from Page Plus Cellular www.pagepluscellular.com. However they haven't come yet, so I can't really say if it's good or not.
I plan to get the $10 pay as you go Standard plan(which is 3G phones only), but the $10 will only last for 120 days, so even if you don't use all $10 you still need to fill up after 120 days. Still only paying $10 every 120 days for each sim as long as you don't use more then the $10 isn't bad and I couldn't really find anything better for here in the US.
However like I said this is for the US, but I see they do allow roaming in Canada. A normal text sent or received takes out $0.05 and for roaming it is $0.50. But if you live close to the border maybe you can still get normal rates.
Again I haven't gotten to actually test it out my self yet, not 100% certain how it works in Canada and maybe there is better pay as you go plans in Canada, but still an option to check out.
I checked them out and talked to live chat but the prepaid $10 plan with 4 months max top off only works for 3G devices.. not 4G
Oh yeah sorry if I didn't make it clear, but that's why I also bought the Moto E from them for $9, which is a 3G phone. Because I only need it for text I don't care if it's 3G or 4G.
Depending where do you come from (europe)? There is Lycamobile numbers they are prepaid and usually only 5EUR.I might go with them too.. Did you look on ebay for sim cards? None of them ever tell you the maximum duration before top off which is annoying

Not sure why, but i live in Canada and all phone companies need you to top off your prepaid sim card every month.. you cant just pay 1 time and use until the data or w.e is finished

You can hire a pva provider on monthly basis for providing fresh sim cards in batches. Lots of Filipino guys are giving pva services for really cheap price (Card validity : 3 months w/o recharge). If you prefer to go with Philippines numbers, don't opt for "sun" network cards. They have a lot of issues with many networks and you will end up waiting for codes. Smart cards are good enough although they are bit expensive than sun cards.
