People you know in real life, or people you can meet near you, put up a classified ad, I found someone that makes apps for a living with a company he's a part of.

I would like to suggest you that besides hiring freelancer you should outsource your needs to software development company because they only can deliver you the best result (if you believe in quality results). You may search for outsourcing software development companies over directory/hub like Sourcelysis, where you can check out the reviews, portfolio, team info of the company to end up with the best one for your needs. If you don't know anything about app developing, the best decision is to hire an agency instead of freelancer. Not all of them but usually freelancers on odesk and elance don't understand what we want and they just submit their bid. You will get a hard time to explain what your app does. Most of mobile or web app developing project on freelancer websites are not even finished.
If you care about the quality and UI/UX of you app, get a professional agency. My recommendation is to find one on sortfolio.com, yes they are pricey but you are in the right hands.
In my opinion, worker on websites like odesk, elance, freelancer are only good for job that we know how to do it but we want to outsource.
