I figure they are just resellers/marketplace. Who are the people that actually deliver the service? How can one message those suppliers?

They get from other resellers too. But there is main source who provides everyone but they are hidden like batman because only few people know their info and they dont bother with others just have few sources who buy all and stay happy making money.

Back then I did a search and found that a Russian site is selling these kinds of services. And I couldn't find their site.

There are only handful of legit suppliers and rest resells their services.

These suppliers doesn't sell to general public but only to bulk buyer who then supply to panels
