Where do short forms convert?

I have a dating offer I'm promoting and I'm just wondering where these things convert. The current offer I'm doing needs the following fields:

country,date of birth,drop down (3),free form,password,username,zip

When you look at the offer it asks for email, drop down (man seeking woman etc.) password then you it shows another form with a few more things you have to fill out (country, zip etc.) and then click continue. Now when the user clicks continue that should be the end of it and I should get paid whether they convert or not. I'm finding that's not always the deal (dont ask how I know).

My question is where do these dating offers usually convert and do the emails have to be verified in order to get paid?
