Any ideas how can I find local businesses with their websites out of date? I mean that type of website, unresponsive which looks like ms paint 2000

Could scrape for the copyright year maybe. If it's like copyright 2001 then it's probably not been updated since

@jamie3000 came up with a good idea. Also after you find one shit website, look at the other sites designed by the same person/company as they're bound to be shit to.
