Where do I find a UK based SEO Expert ?

Everyone says they are an expert these days, People Per Hour and Freelancer are becoming like Fivrr. Where can I find someone who has a good technical understanding of SEO and doesnt charge the world. Yes im a realistic customer and know results take months

I have a couple of projects I need technical help and guidance on regarding the SEO and a plan forward, one is replacing my WordPress site with a custom coded site that has been written, silly quick site, just not sure if its SEO suicide etc.

My main job is a polygraph examiner in the UK so maybe I should run a test on any applicants !!

But interested in any feedback, or if you could help and know the UK market and can provide references.
