Fiverr usually has tweets that are targeted, as long as you are buying a realistic number like 2500 or so, I'm not to sure how many accounts would be real accounts. Nothing like 1.5 million would be 100% legitimate.

I had some success (30+ RT's) buying from pay4tweet, but do your research on each account before you buy.
