Attempting to learn as I go, but a family friend owns a rather successful business in the transportation sector and I was wondering how can I go about helping with ranking him higher? He currently owns two websites, 1 for the service and 1 as general outline of a specific niche related to the service.

I guess I should start by asking, am I allowed to provide links to the website without any repercussions?

Don't provide links as there is no need to do so. It could also cause you problems later.

As to where you start, start by reading the stickies in the WhiteHat section to get a basic understanding of SEO, then move onto Local SEO

You can start advertising by using email marketing services.
You have to use email marketing tools like Aweber and MailChimp to automatically send a lot of emails to different people easily.
 
Strong Onsite SEO, Google reviews, Citations
IMHO it's not a good idea for blackhat on local site.

You don't need a bunch of backlinks to rank well
on local site, onpage SEO is more important.

If you are on Wordpress, the SmallBiz theme is
excellent and regarded as one of the best for local.

Optimalise the website with good keywords and than build backlinks. You can also do a competitors check and see if they are doing things your website hasn't yet.

You should build high quality back links with fresh quinque content. Don't mess your friends business up with spam.
 
use all SEO Techniques and Tools such as Keyword Research and Analysis, Content Writing, Link-Building, Social Media Marketing too..

Setup nice keywords for your site, link-building, social marketing, pretty much all said above.

I agree with this one. Email marketing is still one of the most effective tool. You may also want to keep you Social Media alive.
 
Are there any good video tutorials or so? I've heard there are some good mentor programs as well..
 
Ask them if they want to do Adwords. A lot of people would rather go that route.

There's tons of great video tutorials on YouTube, or you could find someone to mentor you over Skype.
