Where can you buy shout-outs?

I was looking at ways to increase engagement for my tweets that are not using SMM panels or bots, or stuff that's fully botted out. Is there a way to buy a chance to be retweeted by an account that gets a lot of traffic either organically or semi-organically? Where would you find them?

Most of what I see at the marketplace is just panels, unless I'm not looking right.
