Where Can We Exchange Links?

You probably know what a pain it is to send out tons of emails only to get 1 or 2 replies when hunting for link exchanges. There is this great page that has something like what I'm looking for but barely anyone replies.

So I was wondering where we can make threads for exchanging links here, anyone?
