You shouldn't have any problem registering a porn related domain with anyone... I personally use NameCheap.
The only issue you might have is with hosting, certain ones do not allow adult content.

Most registrars will be fine with you registering porn related domains - many are even trying to push .xxx registrations to their existing customers

For any Adult site Main Problem is Safe Hosting. Even Godaddy Allows Adult Domain Registration. Who said You can not do that?

namecheap and namesilo both are good. I personally avoid godaddy because they are shit.

There are no "regulations" or whatever regarding xxx domains. Registration is exactly the same.. you don't need an ID if that's your problem. Also there is private whois. However make sure your host allows adult content, not all do.
