Where Can I Learn To Send Massive Social Signals?

I see a lot of people in BHW, Fiverr, etc that offer packages where they send thousands of social signals from lots of differents sites to one or more URLs (All the threads of Social Media section in the Marketplace). I would like to learn to do this by myself with high quality.
Can anyone give me resources, software I should learn to use or anything else necessary to accomplish this?
