Where Can I Learn English?

my advice to you is to buy some udemy courses there are many professionnal teachers from universitys are doing this courses with professional ways, But you need to pay for udemy course, you can find some courses cost 10$

I noticed dutch, scandinavian people speak fabulous english. I asked them and they said they just study english at school just like me, but my english sucks.

i can speak well but not like other high class people in my country. I am practicing english everyday using the "just a minute" exercise and writing ad copies from swiped.co on paper notebook with my hand for 1 hour everyday to learn copywriting in english
 
Because of a myriad of irregular verbs, idioms, and rules (and exceptions to rules), English is a difficult language to learn. I commend you on your decision to master it, and I hope that your persistence to do so pays off for you.

Change the settings on your mobile phone to English, which forces you to think in English.

Start a blog, perhaps both in Hindi and English, to practice what you're learning. It could even take the form of a journey blog, for example, "Let's learn English together".
 
Watch movie with english language, bring book and dictionary.
i do that when i was kid. and still learning till now.

You can learn speaking through exposed yourself with people who are conversant with speaking and helper who you can share your idea with. Don't be ashamed when trying with then
 
I'd recommend watching movies & writing articles on whichever niche/subject you're comfortable with:)

Yes, writing good idea. He may write 1 article per month. The best way is to stick the niche. Read a lot about the niche, to complete vocabulary.

Read full sentences.
Keep calm and do not worry about grammar.
Find an English newspaper and learn a word a day.
