Where can I learn cloaking?

if you look at the historical seo's that were known for cloaking, etc. like DaveN, oilman, etc. they all either had deep enough technical skills or they employed people with deep enough technical skills.
You can use a script like wpCloaker and others for geoIP detection, iframing, etc. But at some point of scale you either learn the tech or you hire/partner with someone that does.
If you don't know HTML or coding and you want to learn things a piece at a time I suggest you start with learning basic HTML, CSS, and PHP. It's not rocket science and you don't have to be a professional. Robert Plank and others over the years have written "xyz for internet marketers" ebooks teaching the basics of HTML/CSS/Javascript/PHP. And there are tons of (free) courses and tutorials online. None of this is related to cloaking, framing, proxies, etc. because it doesn't need to be yet.
If you want to learn about geoIP search online for that. Go to maxmind and other sites like that where they sell good geoIP databases with API level access (or again, use a service like wpCloaker or others where this is built in)
