Where can I hire high quality site developers (NA based, non freelancer)?

I have a friend I'm helping set up a site, and he wants a designer/team that is located in North America with a good track record. Mostly all I use is Freelancer when I need something done. I just need to make sure this thing doesn't fall apart six months down the road because it's terrible. I found a great rated coder in UK, and I followed up one of his 5 star ratings, and the guy said a month later they had so many problems with the site, they had to hire another programmer. I want to avoid that. My friend is willing to spend money, so I don't want to cut any corners.

Any recommendations on companies or where to look? He wants to create a clone of another site, social media type site.

I've always used freelancers although have a group of designers to choose from, a group of wordpress coders and a group of PHP coders. As I am sure you do, I only use designers and PHP programmers who produce the best. Sadly I do not now of a business to outsource to, the prices are usually excruciatingly high.

I'm just worried of something happening. If it's my shit and my money I don't care as much, and I know it happens sometimes, but I don't want to have to try and explain it to my friend, who is willing to spend, why his site runs like crap and keeps crashing.

The NA companies I have used, outsourced to Asian agents, resulting in poor service so we took it back in house and the sites are doing fantastically well.
