I do not think PayPal is a bank, by any stretch of the imagination. It is like as pointed out above, a money moving machine.
Fake ID's? What makes a fake ID? You can of course make fake ones buy why bother.
You can make ID's that do appear to be as official but not official. You have the absolute right to make any kind of ID you desire with any name you desire, as long as you are NOT using it to perpetrate a fraud, that is to do a crime.
As pointed out, be prepared to offer up plenty of information if they suspend you. I KNOW. I had it happen and I did not and do not have the proper goods.
I function through cousin BILLY BOB most of the time.
I would suggest several eBay accounts and keep them separate, that is do not use the same credit card and banking information on the different accounts.
They can do track that and will SHUT them all down if they shut one down.
