That is actually quite easy to create.

    1.) Get a simcard and a phone.

2.) Download a free SMS forwarder like "SMS Forwarder" or "SMS Forwarding."

3.) Create a free Gmail, Hotmail or whatever.

4.) Set it up so all SMS you receive on the phone are forwarded automatically to the email.

5.) Here you need a script (or program) that check the email every 2-3 minutes and upload all new content to a website so it's visible to your users. This is actually not hard at all and should cost more than like $50. If you search around I'm even sure you can find a program somewhere that do this and download it for free from some torrent site.

Anders3 made a good list of how to do this. If you want to skip the real phone and use virtual instead, you could use one of the services listed below. The SMS receiving on these services is FREE, though you need to rent virtual phone number every month. I checked NEXMO for example for a virtual phone number on UK - it costs only 0.5 EUR for number/month. On Twilio it is 1$. So overall might be cheaper than simcard + phone option, but it isa bit more complicated because you will have to do some programming. I checked their API's, they are very well documented so even a beginner could integrate easily.
    Code:
    Nexmo
    Twilio
    Tropo
