That's a bit over the top. If you were going to do something like that, just dispense with the whole idea of "school" and make it about running around in public with a gun and killing people. You could do the North Hollywood Bank of America shoot-out. You could do one based on Timothy McVeigh. Hell, you could do one where you are Al-Quaida killing American troops, if you REALLY want to piss people off. Wonder if that would be considered treason or something.
But I do think it's something to consider. There could be a cycle to it. New varient, public outrage, lots of web-site hits, take down the game for a while, create a new varient, public outrage, etc... I can see how things could go. The author could defend the work saying that the game is weighted so that Law Enforcement has increasing power, and eventually the game becomes impossible for someone to "win". (This is how you get away with only a few missions.) You could say that the game teaches people that they can't win vs. authority, and since there is no point of armed resistance, what you should do instead is pay your taxes and buy more pharmceuticals.
At some point, a game like this could be defended as political speech. The idea of going through the motions during gameplay "killing" this sacred icon or that (teenagers, cops, minorities, etc...) is really a commentary on our social values, etc... etc... etc...

Oh yeah, and let me add corporate exectutives, wall street speculators, politicians, bankers and people that text and drive to the list of targets the game could include during gameplay.
LOL. You could give the Player the option to decide who is "good" and who is "bad" in the game. Like how Law Enforcement practices their shooting with bad guy sillouettes in the middle of "civilians", and they fail if they accidentally shoot one of the "good guys". You could give people the ability to pick & choose their good guys and bad guys, and assign point valudes (positive and negative). LOL. You'd have players with one background picking one kind of gameplay, and someone else picking another. I could spell it out here, but someone might get their underwear all wadded-up.
Dang this is rich. I have ideas flying all over the place in my head. If only I could program 1st person shooters...
