Where can I get incentive traffic

I have an account with a very popular CPA company.

They have offers for incentivized traffic. I have tried to get in touch with my affiliate manager for more than a month, but he's not responding. Where can I get people to do my offers for me?

I reached out to the team at clixwall explaining what I wanted, but they haven't responded either.

I don't know whether I'll be penalized for using sites like microworkers and those supposed to assist me don't seem to care.
