Where can I get a paypal that can generate secure cards?

Hey,

After purchasing a U.S. Paypal and verifying it with a Bank account, and a VCC, paypal told me i have to wait for 30 days to generate secure cards. After i had done that paypal fucked me over by telling me that they also need SSN # as a final step of verification to be able to wait for 30 days, now of course I don't have that.

So can someone guide me to where I can find a paypal that is able to generate secure cards this moment?:
