Where can I find a content maker and host for a YouTube channel to create long and short videos?
On freelance exchanges, the prices for a ready-made 30-50 second shorts video are around 30-40$, and this is only for 1 reel.
Doesn't this seem very expensive to you?

About the price, I know people telling they pay $10-$30 per video depending on the number of views the video has.

You can take help from friend. You can hire him for a monthly salary.
 
That is the range for quality videos though you might get cheaper on forums like this. My advice is that you hire someone long term as a content creator/video editor and set your terms. Some people prefer a stable job than the freelancing life
