Cost depends on your expectations and requirements - pay crap get crap.

There is a hire a freelancer section on this forum you could use, but if you want my advice learn wordpress and buy a theme from themforest.

BHW has a search bar in the top left corner in which you could type "web design services" and find the answer to your question!

You can try bootstrap template. Easy and simple, a lot of varies design and etc.

why not get a free woocommerce theme from WordPress.org and do it yourself, cost is hosting and a domain name. thousands of tutorials on youtube, woocommerce is easy to do so you could do it yourself in no time at all

So many free resources out there now with wysiwig editors like wix, I would say for a simple informational page its really overkill to hire someone these days. Creating your first website yourself can also help you clear up things you haven't even thought of yet about the business, like your sales pitch, and even color scheme, etc. These are things that should come from you, not another designer! Once you start growing, you can always hire someone and create something a bit more custom.
