When buying accounts, buy a test batch first. See how it looks before do a bulk buy. Will the usernames look normal or random character string? Will they be blank or have a posting history that might be off topic for your project? Do the accounts come with the email account login in case you need to reverify it?

Slowly warm up the test accounts and use them for like two weeks before buying a large amount. A bad account can work for a few days before blowing up.

You can look in the Marketplace as many sellers have listed their services there. You can also post in "Want to Buy" section. Make sure to compare the prices of different vendors and test first if they work for you. Use a proxy when managing multiple accounts.
 
You can buy them from the Marketplace section. While buying them you need to check the ages of the accounts, their posts and also prices. Try to compare prices in order to get the best service at an affordable price.
 
There are plenty here on the marketplace, but I found most of them much more expensive then it should be. Check *** or Epicnpc, they are all using the same methods, but the quality can vary. You need to test and then pick the ones you like the most. You can also negotiate with them, but not much. There are also few sellers who have hacked accounts, these are much cheaper, but it's a risky business, obviously.
