what the title says really, i want to buy couple thousand email leads, ive looked everywhere and all the sites look really scamy, and feel like they havent been updated in a decade.
 
I'd say just post in the want to buy section here on BHW and you'll begin to get offers from members around here selling those services.
 
Bought email leads might be shitty or gold. I got fucking scammed out of $40 when I was a newbie. Multiple people might be using a bought list. Other sites can create a custom whitehat list for you. I would stick with top results or ask for samples or like above buy one from here. A blackhat method is scrapping and spamming. An alternative is cold emailing and sending personalized emails by finding local businesses and offering them a service (classified /local ads). Another is an old method which involved cold emailing places and offering a free website/other service. You would not be spamming, but sending 30-50 personalized messages a day. Another alternative is building your own list and creating your own audience, plenty of guides here. If you build your own list, it works better for the long term.

Agreed, there's too big of a contrast in quality, when it comes to bought email lists.

I'd rather work my butt off to build my own - at least if you're talking about legit business

If you're into spam, then it might be a whole different story
