With PayPal it's a little complicated. They block crypto purchases until they sell them on their website.

Until then you can try buying from other people at localcryptos.com which used to be localethereum

localbitcoin is good, there's a ton of ways to pay to buy BTC depending on your country,
most won't accept paypal because of the possible chargebacks but there's many options and I've done a ton of transactions without issue.
