Where can I buy a Paypal account?

I have a Paypal account already, but I need another one. I don't need to be able to withdraw money from it, I just need to be able to make purchases with it. Does anyone have one for sale, or know where I can buy one?

What you posted is a list of activities, doesn't even say we can't do it.
 
Just make one? If you don't know how to verify it just make it in Canada, higher limits.

is it possible to create a valid PP account even if I log from different IP (which is located in a country where withrawal in paypal is not allowed?
 
you can create other,
as we known paypal allow us to create 2 accounts.
one premier and one business account .
it's safer than buying.
