Well this happened to me yesterday. I needed an script done and I went to ask to some places near my city. I found 3 and in all of them happened something similar to this:

Me: Hello, Can you do Web development?
Office guy: Sure, we can do almost anything, take a sit.
Office guy: What do you need, e-commerce? info site maybe?
Me: No, actually it's something different.
[I explained them what I needed, basicly a clone of a site and a scrapper]
Office guy: (With a WTF face) Let me call our inhouse engineer.
Inhouse Engineer: Hello, how may I help you?
[Again, explained what I needed and showed them the website I needed cloned]
Inhouse Engineer: This site is coded in PHP, we can't rip it since PHP is managed server side.
[NO SHIT SHERLOCK]
Me:(Youdontsay face) Oh, Could you code something that makes something similar to this site then?
Inhouse Engineer: I guess we could, but it would take a little while since looks quite complex.
Me: Ok, And for the auto scrapper I would-
Inhouse Engineer: Scrapper? What is that?
[YOU CANT BE SERIOUS]
Me: Scrapper, you know, the scripts that visit site harvesting things from them like data, links, etc. The thing Google uses for caching and indexing websites.
Inhouse Engineer: What? Coding something like that is ridiculous. Imagine if it could be possible, it would be revolutionary in terms of web development. You can't automate the whole site, it's imposible.
Me: Oh, ok, so would you mind telling me how Google index websites?
Inhouse Engineer: Everybody knows Google have tons of workers, looking at websites constantly and adding them to their index.
[WTF Hasn't this guy ever heard of GoogleBot?]
Me: Oh, I see, Well if it can be done then I guess I'll have to drop the project. Thank you very much.

This is the last time that I go with this pseudo-developers, little mofos that only know how to install premade scripts and overcharge you for it.
Only 1 of the places I went was honest and told me they couldn't code something like that.

I did some sites for a UK web development company as an outside contractor, and those guys onlye knew how to install the WP catalist framework, play a little with the settings and the site was done.

I'm not surprised, if you're a coder and know how to write back-end well, you're working a salary job at a company. If all you know how to do is install a cms, tweak some settings and apply a premade template, you're a 'web designer.'
 
I deal with these people all day...they're people I know.

I learned all coding by myself on long nights learning and doing google searches on what I wanted to know.

These kids go to school and get Bachelors degrees in this field and don't know s***. I thought the kids of today were supposed to be super-hacker computer geniuses. Turns out they all know less than the people that grew up with the internet.

Wonder how google suggest works then... That must be some guy that has to come up with ideas as you type in your search! Lol.
 
That was funny as hell!!

BTW, agency guys are very fk... stupid, they know nothing.

The only thing that they can do is to hiring freelancers to do the hard work, while they only get the money later.

The point is simple, if an agency guy could be good enough he was not working in an agency, he'd be working for himself.:p
