When to start Tier 3?

I have my tier 2’s made with around 5 articles on each one. Have had them for around a month or so for each site/web 2.0. When should I send Tier 3 traffic to it (for example: GSA)?

- Should I wait longer and post more filler content for my Tier 2?
- or should I send T3 to T2 before I mention my T1 in the T2?
- or after I mention T1 in my T2?

You don't have to wait. GSA products massive spam, if you don't have a good indexer it will probably never index anyway.
