When to start build backlinks for a new domain

Hello,

I just registered a new domain last week , and plan to build backlinks using multi tiered web 2.0s , my question is how much time should i wait before i can build back links to that domain ?
or it is okay to start now ? as i was reading about sandbox period which google monitor the new domains for a while is that true ?

You can start right away but schedule them. baby steps

thanks , do baby steps also apply to second and 3rd tier ?
what i have in mind now that make one web 2.0 link per week or so to my money site then blast GSA links to that web2.0 in 2 days and then go with another web2.0 and so on
