I guess the question becomes are you getting paid even though they aren't following your directions. If they are causing you to lose money or time because of their decisions it should be easier to make that decision.So its a lose - lose situation Lol

also, if he knew anything about seo, he would know it's not so predictable how google will react to a change. if he makes the on-site changes perhaps it won't make a difference or even improve rankings. he is living in 2001 when you made a change to your website and knew how google will react.
