You don't have to wait a few months before building backlinks, thats very false information.
You can start as soon as your indexed.... Just make sure you find the right service.
Check out @Peter Ngo or @jay yadav , there probably some of the best quality on the marketplace for price.
Stay away from branded services.

Branded services, you know, the ones that stand out at the top, very flashy, lots of reviews.
What I'm saying is to just do research and to converse with the sellers before you buy anything, you'll find out that some of the "SEO packages" are not worth it and could even hurt you in the long run.
Go with someone who has timely responses, knows what he/she is talking about, and is actually willing to help.

I would start with some backlinks from authority websites to your homepage. Build trust and authority to your website, and if you do proper interlinking it will give juice to your inner pages, too. Then over time increase the amount of links being built and build them to inner pages as well.

Build links as soon as you are indexed, but you will get limited results from SEO packages, there is no 1 fix solution to ranking.
Each page will need it's own SEO doing.
