I'm trying to purchase a domain. The domain is 21 years old, and the domain's character has changed twice during that time. The first was on a Bible-related topic, and the second was on life insurance.
The second domain used has been unused since 2016.

What I'm curious about is this. If a domain has been unused for 7 years, is it safe to say that the domain's past is now erased?

I've heard / read somewhere that google keeps the history for 10 years, so it's not safe if this is true

Hard pass. I've never seen a clean "life insurance" site on an expired domain. You can consider it to be "abused".

It really doesn't work this way and even if it did, you still have plenty of links and anchors that are related to the niche pointing to your site. That defines the past niche more than anything else.

I didn't mention it, but I was referring to the content history and eventual penalties the domain might have. I've heard that google keeps track of these for 10 years, but I guess it's not true

The history of a domain is not deleted after 7 years of inactivity. Domain registrars keep records of registrations and ownership changes. Even if the previous content cannot be accessed, the domain's history can still affect its reputation and search engine rankings.
So investigate a domain's history before buying it, tools like Whois lookup can help you with that

It's not completely erased. Even after 7 years of inactivity, a domain's past can still have some impact on its online reputation, though it might be less significant.

If the domain is valuable at all, it would have been used already,
Why wasn't it sold or registered for all that time with all the competition in the expired domains niche,

So 1 it's abused as @Nargil pointed out,
and 2 it's too weak to even be reused as a spam as many will even try despite that,

It's simply not worth,
If you're aiming to use expired domains, you'll need to invest to get the decent ones

It's hard to find GQ domains related to finance in general
If it's not a premium aged domain, it's likely spammed to death

Past will never be erased. You can check the backlink profile and history of the domain. If it was spammed a lot earlier, do not buy the domain.
