Please give more information about your product. It will be affected by many factors. An example for WH: If you selling clothes, one of the best time is from 8-10 p.m. (in local time) since it depends mostly on demographics. You can publish it, and turn it on later.

Will your audience be at work? (then evening times are better after dinner)
Or are they stay-at-home audiences during the day, then obviously early, or mid-morning slot. Thats the level I would start at before progressing to splitting any more demographical information. Remember and do one variable test at a time, before combing them to see if they geometrically work together.

Morning: 6:30 AM - 8:30 AM
Lunchtime: 11:30 AM - 1:00 PM
Evening: 7:00 PM - 10:00 PM

Time is not the issue here, man. The important factor is the quality of your ad account and how you campaign on good anonymous browsers. (BH, WH....)

I think it is best to understand when you can attract the best engagement for your kind of products. Once you get this, you can get started immediately with your campaigns.

For paid traffic, the time doesn't matter that much. It mostly matters for organic traffic, so you get the most possible reach at this specific time. But when you buy traffic, Meta/Google decides when the best time is depending on your audience.
