its new maybe 4 or 5 days
Leave it a few weeks before backlinking. Through some social signals at it first, then wait before doing off page seo.

on new sites you want to build your backlinks very very very slowly talking a couple a week and ramp it up from there week after week

You can build backlinks from first day. Start from comment backlinks.

Don't start from comment spam and forum links, that's absolutely worthless.
You need quality backlinks from authority sites in your niche. These are very difficult to get, which is what makes them valuable. Start writing articles and blog post and share them on your social media (grow your social media) and see if people pick it up and link it on their site. Submit guest posts to other blogs and ask for contextual links via blogger outreach. There should be plent of opportunities in a variety of niches.
But your main focus should be on writing good content on your own site and offering value to readers.

Nofollow links helps to get more traffic and it also helps in increasing DA/PA.
For a new website instead of doing posts in his own blog, you are telling him to do Guest Posts.
