When I click the Google +1 button, it turns red

Anyone else getting this error when they click the google +1 button? I tried using a different profile but it still gives me this error:

If the +1 button is unavailable or has stopped working, you'll see this image:

A +1 button error can occur for a variety of reasons, including the following:

Server timeout: Check your Internet connection and try refreshing the page.
Blocked profile: If your profile has been blocked, you won't be able to +1 content.
Apps user: Check with your domain administrator to see if Google Profiles is enabled.
Blocked cookies: If you've disabled 3rd party cookies in your browser you won't be able to use the +1 button

well this shows that google work very hard on quality of +1, every day will get harder to fake those votes

I read somewhere, cannot remember where...., that google was not going to recognize this anymore and those that use it would see a drop in rankings. I am not sure if that is true or not........
