when ever i create a new channel this happens

Google has disabled/blocked your youtube account . you can not use youtube with this id.
 
Create a new account and create channel over that. Looks like YT is not allowing you to create more channel over that account.
 
Would love to know if you find out the reason why the account was banned
 
Only create one youtube account per Google account.Its better to be safe than sorry with Youtube flagging system.Out of curiousity what content where you uploading to get banned.

tv performances
children based channel
there were loads so not sure if it was content
