We know that creators can send copyright strikes if we use their content on YouTube. But i saw a video where a creator was saying that sometimes even YouTube sends copyright strikes. Can anyone explain in what situation does this happen ?

When the Youtube "Content ID" system detects a copyrighted video.. by the owner's petition.

YouTube has algorithm for detection copyrighted contents it works auto and if you are using this content will get strike immediately.

Can you link the video and I can probably clear up what they're actually talking about or if they're just flat out wrong?

youtube gives you community guideline violation strikes for (violence, nudity, scam etc).. not copyright strikes.

But if we use some part of content, it should be fair use.

Yes, this is called auto copyright strike. This occurs if YouTube's algorithm finds anything, for example, Music which belongs to another creator. This can be avoided by uploading your own content or music or using footage or music that's copyright free.

The auto copyright system is horrible. I sometimes get copyright strikes for videos that are 2-5 years old

YouTube gives copyright strikes. I once got a copyright strike on a video after making it public for few minutes.

Do they go in normal appeal or lot of proof needs to be submitted ?

If a copyright owner finds their copyright-protected work posted on YouTube without authorization, they may schedule a takedown request for the content. Once the request is validated, YouTube gives the uploader 7 days to remove the video and avoid a copyright strike. If they don't, the video is removed after 7 days.

YouTube sends copyright strikes when it receives a valid copyright complaint from a content owner.

YouTube sends copyright strikes when a user uploads content that violates copyright law.

When a copyright holder notifies YouTube that one of its videos on the platform infringes their copyright, YouTube will send the user a copyright strike. Three copyright strikes within a 90-day period can result in the termination of a user’s account.
