When does it count as lead in CPA?

should a person complete cpa offer (email submit) to the end and finish surveys or if he just enter email

then i it will count as lead

Completing a whole flow from Email-submit till subscription counts as CPA-conversion on our side

It depends on the offer, ask your manager.

It depends on the offer & the network you're using. Generally though if the offer is email submit or SOI (single opt in) then they just need to fill out their contact information. If the offer is for a survey then they will need to complete the survey for you to get paid out. You should contact your AM though to be 100% clear.
