Well it depends on the country you live in and where you wanna go.. The bigger question is can you wear a mask on those flights that last for hours and not remove it?
If you mean when the level of flights or freedom of movement reaches before the pandemic hysteria Lvl... I think at least it will take a whole year.
It will happen gradually. I sincerely believe that I will be able to fly somewhere this summer already. Most likely with some additional procedures. Maybe a test before the flight. But at least somehow.
For flights, it will probably take a while, with Boeing 737 max plane troubles, Airplane companies suffering major losses in what is normally their best business timerange of the year, entry-exit restrictions in many countries, ... nothing to expect in 2020.
probably by the end of the year, now if you meant normal in the sense of having people cheerful and smiling without using masks inside the plane....that will take longer.
It really depends on the country you're living in. Even if you're allowed to travel, I don't think the measures taken (e.g. wearing face masks, social distancing etc.) will go anywhere anytime soon. Might as well save/invest your money until you can actually enjoy holidays.
