For a new website, I wait for 3 months.
What is your domain age? If your domain is new then focus on creating engaging content.

For old website with good organic traffic, you can start building links after publishing an article.

You can already make backlinks shortly after posting your articles. But with new websites, numerous backlink creation is kind of a red flag to search engines and make your site seem suspicious.

It will look natural to build links after the article gets indexed with Google. Don't rush with link building.

If your website is new then you can wait for few weeks and posts with the quality contents in a regular basis. Then you can slowly start to building the quality backlinks for your website.
