When can I post links ?

When new users become able to post links ? Does it have something to do with my post count or simply the registration time ?

Why do you need to post links? When people ask questions like this I get suspicious, especially when they just signed up this month.

Why would you get suspicious just because I asked this question ? someone asked about DigitalOcean and when I tried to link him to a One-Click guide to setup Wordpress (from DigitalOcean blog) I couldn't & same thing goes when someone asked a question about Bitcoin , I couldn't link him to the wiki . So I'm just wondering
