I would say it is a ratio between quantity of "trusted backlinks" and quantity of bad backlinks. That's why authority websites are difficult to kill...

It depends on the niche when you're safe. If your top competitors have 1000 linking root domains and you have under 200-300, you can get negative SEO'd easily and your site will be an aborted baby of a website. This is the case even if all links are white hat. Reconsideration requests will take longer if they ever happen, disavow will most likely be ignored. If once you've built up a substantial backlink profile with 500+ referring domains in an industry where ~1000 ranks, then you are safe. Even if you get negative seo'd, you will be able to have your reconsideration request approved in about 2-3 weeks. Speaking from experience.

I dont really think you are ever safe from negative SEO unless you target niches hat blackhatters would not care about.

I am pretending to not believe in negative SEO. If this happens with your site and you have no idea who did it, you will call google and what will google do if they get thousands of messages related to negative SEO?

It depends on who your competitor is. With a large enough budget you could probably take down any site or promote a site for negative kw's. As when Matt Cutts ranked for several bad keywords, a while ago you could just add matt and some random porn kw's and you got his site ranking first.... I think he hand edited the index to disallow his site from ranking for those kw's.
Basically negseo works and Google is lost for as long as they intend to control linking on the WWW, they'll keep messing things up. Links should be freely bought, sold, etc, and the markets should regulate themselves, not the Google Soviet Web.

well in most cases you can do nothing and are on the algorithmic mercy of Google, sure you can try to contact them but we all know well Google responds.
