Given the symptoms that you mentioned, I'll take 3 guesses:
1. It could be the RAM that got burnt, although most laptops/pcs that I worked with would give other symptoms like beeping or instantly turning off after being turned on with a bad RAM. I'd ask you to take the RAM out and then turn it on without it. If it reacts differently(beep/turn on and off continuously), then you can be sure is not the RAM that is causing your problem.
2. A bad CPU. This should be the second thing you should check. Try things like removing and re-inserting it. Otherwise if you can find another similar one spare, you could plug it in and see.
3. I read some people say above that it could be the hard drive but that is unlikely. If it is not any of those two above, then your problem is with the board. I once got a case of an HP laptop where you had to apply pressure on the graphics chip to make it work. It would otherwise block on the startup screen. I doubt it is the same issue with you because you are blocked on a black window and not the start screen. But it could be some problem on the board.
4. Remove any removable media when you are booting up. Just saying cause yesterday my laptop was blocked on the start screen. I feared the worst but it turned out that I had left an SD card in the reader which was somehow blocking it to start.
