Whats up with Publish Action apps on Facebook?

So im a bit new to the whole publish_action apps.

What are Marketers using it for?
Is it for getting your website/app the permission to share stuff on the users wall?

Does the user have to accept the permission for sharing?

What if i told you guys i have access to alot of REAL , active facebook accounts ? (From real people, with active and real friends) 200 or more accounts, its easy for me to get more.

So is it possible for me to give permission to the acccounts myself?

Is it possible to use the publish action app for sharing links to my Viral+adsense site ?

Lets say i have 200 accounts with the permission enabled, does that mean that it's possible for me to share the posts to all the accounts wall with a single click?
