What's up with Google Search Colsole backlinks...?

So for the last couple months the "links to your site" listed in search console has been going up and down for 2 sites and I am wondering why. For example, the number of links for one of the sites had reached almost 1,100 a couple months ago, then lowered to around 900 over the course of about a week, and then started to increase again and reached 1,006 last week, only to fall to 988 today. Is this normal?

I am also seeing this within GWT for one of my site

You're like the 5th person I've come across with today who has encountered this problem. Well, I'm yet to learn about the problem that has caused this.

maybe pages dissapear from google index for a day then it becomes 900? then they apepar again next day and 1100. happens for shit pages with dublicate/empty content, they are removed from index because how bad they are, but all that power from links is causing them to index again, and it goes in a loop
