What's Tier 2?

Okay so I know Tier 1 is high quality Web 2.0s and I've done that. I've made about 10 so far over the last 2 days.
Now what's Tier 2? My searching this question, people have said tier 2 are blog comments, people have said more Web 2.0s, people have said scrapebox blasts, and I've heard other things. What type of links are Tier 2? I have GSA and I want to use it for my tier 2, would that be okay as long as I use PR 1+ <50 OBL (idk what OBL is but I hear <50 OBL is good). Thanks.

EDIT: Figured out what OBL means (Y)

Tier 2 is same like tier 1, but you can use social bookmarks, article directories, profile links to send links to your tier1's.. (do not send these type of links directly to your money site)
